Are safety chains still required with this since it is attached at 3 points instead of just 1 like with a traditional gooseneck hitch ball? This is on a 2019 Silverado 3500 short bed.

Yes, you still need to use safety chains and loops even though the Gen-Y Hitch Gooseneck Trailer Hitch for GM OEM Puck Systems # GY23XR will be anchored down at 3 different locations on your 2019 Chevy Silverado 3500 short bed, and for that I recommend the Curt Safety Chain Loops # C60691.
The reason why you still need the safety chains boils down to the connection from the trailer to the truck. Since that is still the gooseneck hitch ball you need the safety chains by law.
