No, it does not. The Dutton-Lainson Hand Winch item # DL14730 is just the winch itself. You can add a strap using the Hand Winch Strap with Safety Hook item # DL24249. This 2" wide x 25' long strap has a maximum load strength or break strength of 4,000 lbs. It has a safe working load limit or WLL of 2,600 lbs.
