Yes, there is! To add a 2" hitch to your 2008 Toyota Prius, I recommend the EcoHitch item # 306-X7196. This hitch is custom fit and bolts to your Prius with included hardware. This is the only 2" available for your vehicle. It has a 300 lbs maximum tongue weight so plenty of capacity for your bike rack.
If you ever plan on towing you will also need a wiring harness item # C56147 and a ball mount kit item # C45534.
