Using an adapter like the Malone # MPG544 or Flint Hill Goods # FHG75VR will get you the extra clearance you need so you don't hit your cargo basket on the ground. However, any adapter like this is going to reduce the capacity of your hitch by 50% which is less than ideal.
If the hitch on your 2001 Tacoma had a 500 lb tongue weight capacity like the # e64AR that would mean you could only carry 250 lbs. This can be pretty limiting since you also have to factor in the weight of your cargo carrier.
If the 50% capacity is still enough for your application then an adapter is the best option. If not, I recommend using a Gen-Y stacked receiver like the # 325-GH-503. This has a 5" rise and will not reduce the capacity of your hitch. If you want additional clearance you could also use the # 325-GH-304 with a 7-1/2" rise. These carry a higher price tag, but generally it is worth it to keep the full capacity of your hitch.
