Will a hitch sleeve reducer change my tongue weight . I know a adapter or extender would but a few products say they wont reduce the tongue weight if its a sleeve

No, using a reducer sleeve like the # e63YR will not reduce your tongue weight capacity. The reduction of weight capacity only applies to an extension. With extensions you are bringing the center of weight farther from the hitch, which exaggerates the downward force on the hitch. You do not have to worry about that with an adapter sleeve, since the center of weight is not being moved.
