How Do 5th Wheel Prep Package Rubber Plugs Install

Question:
I have the predrilled holes on my Ford F250. How do I attack the covers because there is nothing to attach them to. Am I missing a part?

The Rubber Hole Cover # RP30136 and Replacement Puck Plug Covers # 58199 just push into the gooseneck hitch and puck holes. There is not another part needed that you would be missing.
