I have a gooseneck hitch out of a older dodge and I was wondering if I bought this kit if I was able to use the top plate from the dodge or do I have to buy a whole new kit

Gooseneck hitch center sections are specific fits for year/make/model trucks, so a center section from a Dodge won't fit the B&W Turnoverball Gooseneck Custom Installation Kit for Chevy/GMC # BWGNRM1067 for your 2002 Chevy Silverado 2500HD. So while I know it's not the answer you were looking for, you do need a whole new kit, with the correct part for your 2500HD being the following:
- B&W Turnoverball Underbed Gooseneck Trailer Hitch w/ Custom Installation Kit # BWGNRK1067
I also wanted to add that if you need gooseneck wiring, the correct fit for your Chevy is the 5th Wheel/Gooseneck Wiring Harness # A10-7007.
