My 2023 Kia Soul has the exhaust outlet at the center or middle of the back. Will this hitch work with my Kia exhaust located in the center of the vehicle?

The Curt Trailer Hitch Receiver # C67FR will sit in the middle of the bumper area on your 2023 Kia Soul so since you have a center exhaust you won't be able to install a trailer hitch on your vehicle.
With that being said, we do have some other alternatives for transporting things with your Kia Soul, like a roof rack. If this is something you're interested in adding to your vehicle then I recommend picking up a Yakima roof rack as they have adjustability in them that gives you the best fit possible. Here are the parts you need depending on your roof style:
