can the back door be opened with carer in hitch?

The etrailer trailer hitch mount cargo carrier # e98874 measures approximately 9-1/2 inches from the top of the receiver tube to the top of the side rails nearest the vehicle at 19-1/2 inches back from the center of the pin hole. This can vary slightly though if the hitch receiver is angled slightly up or down. Based on this it would be very close on a 2013 FJ Cruiser but you would need to measure to be sure. Also, when folded up, the carrier is 9 inches from the center of the hitch pin hole so it would not likely interfere with the rear of the vehicle.
Cargo carrier # 6502 would be a better option. It is only 6-5/8 inches from the top of the receiver opening to the top of the side rails. And when folded up it measures 7-1/2 inches from the center of the hitch pin hole to the closest part of the carrier. I have linked a video review of this carrier for you.
