As long as the Dexter 4,500 lb axles on your trailer are torsion style Torflex axles yes the Dexter lift kit part # K71-724-02 is correct for it. If your trailer instead has leaf spring style suspension it would not work and you'd need to go with the Correct Track lift kit part # RR23QX instead.

Thanks for that photo and based on that you do have a #11 Dexter Torflex axle on your Airstream tandem axle trailer. I can confirm that the correct lift kit for a tandem axle trailer with a #11 Torflex axle is the Torflex Lift Kit #K71-724-02.

In order to determine the torque rating for the lug nuts on your trailer you will need to know check out the chart I attached that shows all of the torque specs for all the trailer lugs available based on stud size, wheel material and wheel size.
