I spoke with my contact at Pop & Lock about your 1989 Ford F-250 and the tailgate lock, part # PAL9900. Unfortunately, this is not a fit for your truck tailgate.

We do carry tailgate locks that will fit your truck. These locks are a fit depending on the handle you currently have installed. I have attached a link to our product page for tailgate locks.
