Question:
I have a 2014 Jeep Wrangler Sport. If I installed the Westin Trailblazer front bumper 42-2015, would it be possible for a front receiver hitch to be installed on the frame as well.

This combination has not been tested since both Curt and Draw-Tite list their front mounted hitches as only being compatible with factory bumpers. That being said it looks like they wouldn't be using the same mounting hole in the frame, but would be right next to each other and could possibly interfere with fitment.
In the attached picture you can see the Westin bumper in place and the mounting holes for the hitch. I don't believe there will be enough space between the bottom of the bumper crossbeam and the mounting holes for the hitch for it fit without notching it to fit.
In this case you'd most likely just have to choose between the Westin bumper # W87FR or the front mounted hitch # 31432.
