With this adapter, am I correct in assuming that the connectors for the sway bars and installed by drilling holes into either side of the adapter?

The Reese Pole-Tongue Adapter # RP58393 should not be drilled into for mounting a weight distribution hitch. The mounting brackets for a Steadi-Flex Weight Distribution System # RP66559 would need to be mounted to the brackets the same way as on a trailer frame by bolting around the brackets.
We do have the Pole-Tongue Adapter for Equal-i-zer Weight Distribution Systems # EQ95-01-5950 which uses a thicker mounting plate for the brackets. This is designed to more easily mount their Weight Distribution System # EQ37100ET.
