Question:
It says that Distance from accessory end to center of nearest pin hole: 2-1/2, Is that inclusive or exclusive of the front flange that is to prevent it from going in further?

In regards to the Trailer Hitch Reducer and Extender part # e53YR, the distance from the accessory end to the center of the hitch pin hole is 2-1/2" which includes the collar. I have attached a photo as well as a video of this measurement for you.
