How would this attach to a 3” receiver? I have all the step down sleeves but if the pin doesn’t go all the way through how does that not come out?

You'd have to go with a hitch extender like the part # e53YR. This would fit a 2-1/2 inch hitch opening so you'd need to use one of your current sleeves but since this extends a 2 inch hitch out the pin of the Thule Hitching Post Pro part # TH934XTR would fit through it. It would extend the rack out an additional 7 inches but that shouldn't be an issue and due to the pin setup like you mentioned there really isn't any other options that would work.
