Is this an anti-rattle as well? If not, which anti-rattle is recommended for my hitch mounted cargo tray?

No, The etrailer Hitch Pin Alignment Collar # e98942 will does not work as an anti-rattle device. The Let's Go Aero # 63232 will work with The etrailer Hitch Pin Alignment Collar # e98942 (only for alligning the carrier) as long as your hitch mounted cargo tray has a hollow shank. The Aero anti rattle device pulls the shank against the inside wall of the hitch receiver using a spring block and tightened down bolt. This will not interfere at all with the etrailer collar. If you have a solid shank you will not be able to use the etrailer Hitch Pin Alignment Collar and a No-Rattle Trailer Hitch. You would have to choose one or the other. If you choose the anti rattle I would recommend The Curt Anti-Rattle Hitch Clamp # C27UR.
