Does this bracket come with mounting hardware and if not what is the best thing to use screws or rivets.

The mounting hardware is not included with mounting bracket # A67BB. I recommend using screws because with rivets, if you have to remove the bracket for some reason, you may need to drill out the rivets. Screws are much easier to work with. Using steel for a good ground is recommended.
