Can I pull my 2015 wrangler sport from the D-ring brackets of a smitty built XRC bumper. The bumper can supposedly handle 10000 lbs and D-ring bracket is welded front and back

As long as your bumper manufacturer states that it can be used to flat tow then you can flat tow your 2015 Jeep Wrangler Sport with the D-ring brackets. You would need to know the pin diameter for your D-rings to select the correct bumper adapters for your Jeep.
3/4" Pin Diameter

You would then need a tow bar.
If you use the Roadmaster D-ring adpaters
