Yes, you can absolutely use a Gen-Y Adjustable ball mount like the # 325-GH-524 as a drop hitch for flat towing a vehicle. We have checked with the manufacturer and confirmed this on several occasions. The Gen-Y ball mount is very well built and can handle tongue weight upwards of 2,000 lbs. Flat towing generally puts very little tongue weight on the hitch, so you are going to be well under capacity for this ball mount. Some folks will even use it as a dual hitch and add a second hitch mounted accessory like a bike rack or cargo carrier, provided you have room.
