I took a look at the Folding Basket Adapter for 2" Trailer Hitch Mounted Cargo Carriers # 52015 for your 24x60 Surco Cargo Carrier for 2" Hitches # 52018, which is no longer available, and it appears that # 52015 is the shortest bar offered at 12-1/4" long.
