What is the dimension from the pin to the wire, essentially a parallel dimension for the throat depth of the wire

The useable length on the Replacement Safety Pins for Curt Tow Bar with Adjustable-Width Arms part # C19746-2 is 3" which is measured from the head of the pin to the start of the wire. I have attached a photo below.
