Can Bumper Bracket of Curt Tow Bar be Rotated

Can you bumper bracket be configured to attached to a vertical bar, as opposed to horizontal as shown?

No, the bumper bracket that comes with the Curt Tow Bar with Adjustable-Width Arms # C19745 cannot be rotated, as per the installation manual. They do need to be mounted so the brackets are horizontal and can properly attach.
