Is the 40" length measured from the bottom of the galvanized upright to the top of the PVC upright? Thank you

You are correct about the measurement. The CE Smith Post-Style Guide-Ons for Boat Trailers # CE27626 are measured from the bottom where it is galvanized to the top of the cap on the PVC pipes. This measurement is the overall height which is 40".
