For a 13" rim with 1/2-20 cone lugs, like the Chrome Trailer Wheel Lug Nut item # 12CLN, you will want to torque them to 75-85 ft lbs.

For wheel bolts like #7-23 you will just follow the same torque specs as you would for a lug nut of the same size. Take a look at the chart I have included with lug nut torque specs.
