What type of yellow tape is shown in picture, mine did not come with tape was it supposed to?

If you're referring to the area shown in the picture of the Yakima LongArm Truck Bed Load Extender # Y01149, then that is not actually tape, but rather a tool we have here to simulate a hitch receiver and also weigh down the other end so the Yakima LongArm can be photographed and not tip over.
If you check out the second image attached, you will get a better look at the tape you're referring to.
