Does Nut Retainer go on Before or After Nut For Easy Grease Trailer Idler Hub Assembly

Hub replacement. Does the axle nut retention sleeve on the ez grease axle go on before the nut or after? I’ve seen it installed both ways. I’m thinking before the nut, then bent for retention.
