Was is the dynamic and static weight of 79? wide crossbars Thule ProBar crossbars?

The static capacity of the Thule # TH713700 79-inch ProBar Evo crossbars is 220 lbs. I called my Thule representative, who tells me that the bars don't carry a dynamic capacity and that the capacity maxes out at 220, regardless of whether the vehicle is moving or not.
