Assuming you need a 3500 lb axle, the # 8327812 with an 89 inch hub face to hub face and a 74 inch spring seat center to center spacing is the closest axle with a 4 inch drop spindle we offer to the dimensions you mentioned.
This axle could work for you if moving the tires two inches outboard and needing to remove the existing spring seats and installing # TRSS238 replacements at the proper 70 inch width would work for you. I'm not certain what you mean by a lug nut mounting plate. If you're speaking of a brake mounting flange, the # 8327812 axle already has them welded into place.
For a standard 3500 lb axle, you'd use the # APUBR-1 U-bolt mounting kit. Since you need hubs, I'd go with either the # 8327812-I axle which is the same as above which includes the idler hubs or the # 8327812-EB which is also the same axle, but includes the hub/drums and brake assemblies.
If that axle length won't work for you, you'll either need to order a custom axle from Dexter (we don't offer custom axles) or go with a Timbren Axle-Less suspension which doesn't require an axle beam and would replace your existing leaf spring suspension. It's available in a 3500 lb capacity with idler hubs as part # A35RD545 or with hub/drums and brake assemblies as part # A35RD545E. Both offer a 4 inch drop spindle.
