Question:
I have a 1.25inch receiver and my bike rack is 2. I am using a 1.25 to 2inch adapter. Which part will I need to stop the wobble?

You can use the Roadmaster Quiet Hitch # RM-061 to stabilize the 2" bike rack in the adapter and the Roadmaster Quiet Hitch # RM-061-125 to stabilize the adapter in the hitch. While using an adapter in a 1.25" hitch to use a 2" bike rack is not a great idea, technically you can do it. What you would need to keep in mind is that using the adapter is going to reduce your hitches weight capacity by 50%. You will need to ensure that your bike rack and bikes do not exceed the weight limit of your hitch reduced by 50%.
What I would recommend though would be to either upgrade your hitch to the EcoHitch Hidden Trailer Hitch Receiver # 306-X7273 which has a 2" receiver or get a bike rack that is compatible with your hitch like the Malone Runway Bike Rack # MPG2149.
