Hello will this work on my 2002 chevy blazer.

The Thule Apex you mentioned, part # TH9024XT is compatible with with either a 1-1/4 or a 2 inch receiver and would work very well on your Blazer, unless you have a rear mounted spare tire. If this is the case, take a look at the help article I have linked you to. The article shows how to check for clearance by measuring the distance from the hitch pin hole rearward to the rearward edge of the spare tire. The article shows the clearance measurements needed for many of our available bike racks. If that dimension between the hitch pin hole and the furthest rearward point of your spare tire is less than 7 inches, the rack would be a great choice for you.
To carry womens bikes or bikes with sharply angled top tubes or step-through frames, using a frame adapter like part # TH982XT is recommended. The adapter spans the distance between the seat post and the handle bar gooseneck, and provides a level attachment point to the bike rack so the bike has greater ground clearance and is not carried at an angle.
You might also be interested in the Thule Snug Tite Hitch Lock/Anti-Rattle Device, part # THSTL2 and the Thule Cable Lock, part # TH538XT.
If you do not already have a hitch, I would recommend the Curt Class III receiver, part # C13300.
