Thule T2 Trailer Hitch Mount Bike Rack Ratcheting Arm Will Not Lock

Question:
is there a method to get the ratchet to engage and lock..the one arm ratchet does not lock it slides up down freely not holding the tire

I made a short video with a basic overview of how to insert a lock and then lock the arms on a Thule T2 bike rack like # TH916XTR. If you have followed this method and the arms still moves freely when it should be locked then there is a problem inside the unit and the arm should be replaced.
