Does the Replacement Fender Assembly # DM27FR Include the Steel Mounting Plate

Question:

I need to replace the whole fender on passenger side. We had a tire blow out which ripped the whole assembly badly. I can’t see from the website pictures if your replacement includes the heavy steel mounting plate underneath the grey plastic fender. Is it part of the whole thing you charge $233.28???

The Replacement Fender Assembly for Demco Kar Kaddy Tow Dolly - Passenger Side # DM27FR does include the steel mounting plate underneath the fender assembly. I have linked a picture showing the mounting plate on the fender.
