To install the Curt Spectrum Trailer Brake Controller # C51170 on your 2022 Subaru Ascent without factory tow package you'll need to first install a wiring harness. I recommend the Tekonsha OEM Replacement Vehicle Wiring Harness with 7-Way Trailer Connector # 118290 as it comes with a 7-way and is a simple plug-and-play installation.

Once the the wiring harness is installed you can wire the Universal Wiring Adapter for Curt Trailer Brake Controllers # C51515 that came with your # C51170 into the # 118290. Then you can mount the control module up under your dash so it's out of the way and connect it to the wiring harness adapter. Once that is complete you can mount the control knob wherever fits best and run the wiring from it to the control module.
