How to Fix Over Compressed Locking Hooks on the Hollywood Racks Sport Rider Rack

I have a Hollywood Sport Rider hitch rack HR1500. The rack has a warning to not over-compress the frame hooks. A family member over-compressed the frame hooks. Now the frame hooks clamps will not slide up and down at all. Do you know how to fix the frame hook clamps? Thanks

I contacted the manufacturer regarding the over compression issue on the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes # HLY84FR which is the HR1500. They said it is a fairly common issue and gave me some tips on ways to help fix it.
First, they said to try and push the hooks down further and then release it back up. They informed me that the most likely cause is that the ratchet is stuck between points and that getting it down further will help it get back into track.
Next, they said if it is really on there and you can not get it down further you can let some air out of the bikes tires to help allow more room for pushing the hooks further down.
Lastly, they said you could remove the entire post if you are unable to get the hooks removed. They also advised that you can use WD-40 to help loosen it up.
If you end up needing to replace the hooks we have the Replacement Frame Hook for Hollywood Racks Sport Rider or Trail Rider Z-Spec Bike Racks - Long # HRBS-SPRFHLZ-L (long hook) and the Replacement Frame Hook for Hollywood Racks Sport Rider or Trail Rider Z-Spec Bike Racks - Short # HRBS-SPRFHLZ-S (short hook).
