Question:
What exactly is different between a 20000 gvwr and a 27000 gvwr hitch. Just looking at pics all I see is an additional bolt in the middle that connects base

There is a difference in the thickness of the material used to build the center sections for the Reese M5 # RP30918 and Reese M5 # RP37FR as well which as the additional bolt in the 27k.
