I would like to go ahead and replace the axle on the trailer. It has a hub face measurement of 56-1/2".

Typically on a trailer the only part that has a speed rating is the tire itself, though you will need to contact the manufacturer of the trailer to confirm this.
Based on the tag shown in your picture your trailer uses a 4.80-12 so for a high speed replacement we have the Taskmaster 4.80R12 Radial Trailer Tire - Load Range C # TT48012C which will be an exact replacement, but has an 81 MPH speed rating.
Should you find that the hub has a speed rating, just let me know the bearing combination and I would be happy to check if there is a compatible higher rated hub though harbor freight trailers typically use a very odd bearing combination.
