I have a 2013 Fleetwood Bounder that I want to replace my electric steps with manual steps. Can this be done?

Yes, you can change the steps on your RV from electric to manual. You would just need to take some measurements after deciding what style you prefer.

You can look at steps like the SolidStep Manual Fold-Down Steps # LC791574. This style of step would require to take measurements of the doorway width and entry height. This style folds up into your RV behind the door.
