I recommend the Curt Trailer Hitch Receiver # C53HR for your 2020 Volvo XC90. This receiver has a hidden cross tube to give a cleaner more OEM look. It is a class 4 receiver with a 2"x2" receiver tube. A maximum tongue weight rating of 900lbs means it will more than support your bike and rack.
The Thule EasyFold XT Bike Rack # TH903202 is the carrier I recommend for your Electra Townie E-bike. It is capable of supporting 2 bikes with a maximum weight of 65lbs per bike. I have included a video linked below with the rack being used on a Grand Cherokee with an E-Bike. It uses a frame mount hold down to secure the bike since your Electra has fenders and will not work with a wheel clamp style carrier. The clamps for the bikes and receiver are keyed alike to secure your bike to the Volvo without carrying a bunch of keys for all different locks.
