Should Arch on Trailer Axle Point Upward

My axles have an arch , does the arch go straight up ?

It does indeed point upward. The axles are designed so that they're upward arched in the center so that then the axle is under load, the contact patches of the tire treads will sit flat on the pavement. Without the arch or camber, the axle beam would arch downward, leading to uneven tire wear on the inside edges of the tires tread.
