Where and how do I mount the wiring plug bracket

If you look at the 10 minute mark of the attached video you'll see Shane took the wiring bracket that came with the etrailer Invisible Base Plate Kit # e98950 and bolted it to the bumper beam. Once you have it attached you'll just have to cut the fascia to allow for the wiring from your RV to plug into your vehicle.
