The Timbren Rear Suspension Enhancement System # TGMRCK25D you were looking at are confirmed to fit your 2021 Chevrolet Silverado 3500 towing a 16000lb 5th wheel trailer and will offer plenty of support, but will leave you will a very stiff ride when the truck is unloaded.
Instead the best option is an air helper spring kit like the Air Lift LoadLifter 5000 Air Helper Springs - Rear Axle # AL57341 which will provide up to 5000lbs of load leveling support when you are towing, but can be adjusted down when you are not towing to leave your unloaded ride unaffected.
If you would rather have an option that does not require any maintenance once installed then I recommend going with the RAS # RAS3611-HD if your truck has single rear wheels and no top overload springs, or the # RAS3611-CHD if you have top overload springs or your truck has dual rear wheels.
Both of these options offer up to 3000lbs of support to your rear suspension and actually improve the ride quality loaded and unloaded so you won't be stuck with a stiff unloaded ride.
