I have a 2018 volvo xc90 inscription. I am looking to get a tow hitch added to it for towing a 16 ft boat, can this hitch handle it?

The receiver included with the # SH27FR Stealth Hitch isn't intended for towing of any kind, it's meant to accommodate hitch mounted accessories like a bike rack or cargo carrier.
In order to tow with the hitch, you'll also need the # SH36FR upgrade kit which includes towing ball mount and the trailer wiring harness. I've linked you to the installation instructions for the hitch.
