Question:

Can the transfer switch be wired to only power the converter charger when on shore power and not while on inverter? Grand Design Reflection RL-27

Yes, Progressive Dynamics Transfer Switch, # PD52 automatically changes from shore power to generator power when needed and can also be used with an inverter type generator or an invertor. To isolate the charger you would need to place a switch in the circuit.
