Should Plate On etrailer Anti-Rattle Hitch Stabilizer e99007 Be On Top Or Bottom Of Hitch?

Question:
Shouldnt the correct installation be with the plate on the bottom like many of the pictures . If you put the plate on top all of your tongue weight would be on the ubolt and plate, unlike on the bottom.

The etrailer Anti-Rattle Hitch Stabilizer for 2" Hitches - Vinyl Coated Steel # e99007 you were looking at is designed for the plate to be on top of the receiver and accessory with the bent portion of the plate resting on the shank of the accessory in your hitch.
This will push the accessory down and keep it from rattling.
