will a 15 d hold more weight than a 13 d ?

Yes, a tire for a 15" wheel like 205/75D15 will hold more weight than a tire for a 13" wheel like 175/80D13. The D represents the tire is a bias ply and the number thereafter represents the diameter of the wheel the tire is designed for. The Loadstar ST175/80D13 Bias Trailer Tire part # AM1ST77 for example is rated at 1,610 lbs whereas the Taskmaster ST205/75D15 Bias Trailer Tire part # TTWSF20515C which is my recommendation is rated at 1,820 lbs.
