Do Both Upper Bolts of Lippert Tandem Axle Lift Kit part # LC407131 go Through Spacer

Its hard to tell from the instructions. Do both of the upper mounting bolts go thru the spacer or just the lower bolt?

Yes both of the upper bolts of the Lippert Tandem Axle Lift Kit part # RR23QX go through the spacer like you mentioned.
