how do you measure the drum

In order to correctly measure a hub/drum you'd need to do so on the inside, where the shoes ride. I have attached a photo below that shows this. The Trailer Hub and Drum Assembly part # AKHD-545-35-K for example measures 10" x 2-1/4".
