Not all of the Reese Elite rail kits we offer have the center gooseneck hitch that can be added to them that is also underbed. So for your 2004 Dodge Ram 3500 you can use the Elite rail kit part # RP30074 but to tow a gooseneck hitch you'd have to use the above bed Elite gooseneck hitch adapter # RP30845.
