Are both receiver slots rated the same for two capacity?

Both of the 2" receivers on the TorkLift SuperHitch Original Trailer Hitch Receiver - Custom Fit - Class V - Dual 2" Receivers # TLF1006 have the same tongue weight rating of 1700lbs and trailer weight rating of 17000lbs, Or 2000lb tongue weight rating and 20000lb trailer weight rating if you are using a weight distribution hitch.
