Does Install of Wheelmaster Inflation Kit on Inner Wheel Require Outer Wheel Removal

Question:
CAN THESE BE INSTALLED WITHOUT REMOVING THE OUTTER WHEEL?

It's going to be much easier to install the Wheelmasters # WM8004 on the inner wheel if you remove the outer wheel but if you had larger hand holes and maybe longer arms I could see it being possible.
When we installed it we pulled off the outer wheel though.
